Community and Regional Development funds disaster response, urban and rural development grants, and tribal programs — about $69 billion in FY2024. The biggest single piece is the FEMA Disaster Relief Fund (~$30B), which spikes during major hurricane, wildfire, and flood years. HUD's Community Development Block Grant (~$9B) sends flexible federal money to states and cities for housing, infrastructure, and anti-poverty programs.
USDA Rural Development (~$5B) funds rural housing loans, water and sewer grants, and rural broadband. The Bureau of Indian Affairs and Bureau of Indian Education (~$4B) fund tribal government services and BIE-operated schools. Smaller pieces fund the Appalachian Regional Commission, the Economic Development Administration, and FEMA's non-disaster preparedness programs.
